NON-PRINT COLLECTION DEVELOPMENT POLICY (approved 11/15/04)

This statement covers the collection development and management of non-print materials in the COCC Library, including : DVD, VHS, CD, audio tape, and film.  Please see the COCC Library general collection development policy for collection guidelines pertaining to cd-rom databases.

LOCATION: Non-print materials  are shelved on the main floor of the Campus Library, adjacent to the Information Desk.   Materials may also be available at the Reserves desk for class-related use.

OBJECTIVE: The primary purpose of the non-print collections is to support the educational programs of COCC. Additions are made to the non-print collection to support the teaching curriculum.

USE OF THE COLLECTION: All non-print materials will be cataloged and be made accessible through the COCC online catalog.  The non-print collection may be used for classroom instruction and by COCC students, staff and faculty and community patrons.   In addition, the majority of non-print materials are available via Summit borrowing and inter-library loan; about 2% of the collection is non-circulting due to rarity or irreplaceability.   All non-print items are subject to copyright restrictions. Items may be placed on class reserve and reserved by instructors for class presentation.

Non-circulating/Instructor use only status for AV items will be determined by the Collection Development Librarian, the Public Services Librarian, and the Non-Print Library Specialist.  Generally, AV items will be selected for non-circulating/instructor use only status based on the following characteristics:

  • AV items costing over $400
  • Obscure titles, rare titles, or those that are difficult to replace or obtain
  • Videos used as an integral part of a course

SUBJECTS: The non-print collection includes material in all subject areas related to the curriculum of COCC.  COCC librarians and the non-print coordinator will work to ensure a balanced and current collection in COCC curriculum areas.

FORMATS: All types of non-print items are collected, including: DVDs, VHS,  audio CDs, audio tape and film.  .VHS format videocassettes and DVDs are the preferred formats for the audio-visual collection. Budgetary, projected use, and content considerations will guide the choice of format.  Other formats such as slides and 16mm film will be evaluated on a case-by-case basis,

TYPES OF MATERIALS COLLECTED: All types of non-print materials are collected in support of the COCC curriculum. Documentaries, instructional films, feature films, and performance videos  will be the major portion of the collection, but other types of materials may be included in support of curriculum needs. Government depository non-print materials will be included as part of the COCC Government depository collection.

MATERIALS EXCLUDED: Videos in subject areas not represented in the Colleges' course catalogs will not be included.  Entertainment videos will be added only when they are the subject of course work as indicated by the instructor.

LANGUAGES: English language materials or English language subtitled materials are preferred. Other languages may be acquired as needed to support COCC programs.

GEOGRAPHIC EMPHASIS: Support of the curriculum may require collecting videos from a variety of areas.

CHRONOLOGICAL LIMITS: There are no chronological limits. Video releases of older films may be acquired as appropriate to the curriculum, as well as contemporary works.

GIFTS: Gift videos are accepted at the discretion of the Collection Development Librarian, the Library Director and/or the the chair of the COCC Friends of the Library.  The Library accepts gifts with the understanding that the materials for the Library collection will be evaluated according to the same standards as items that the Library purchases; all gift videos must be related to current COCC curriculum in order to be added to the Library collection.

The Library  reserves the right to dispose of gift videos that are not suited to the library collection, because of age, format, topic, physical condition, to other libraries, to book auction organizations, to  book sales, or by any other means that for us seems reasonable.  All sales proceeds will be directed towards additional collection development. 

COLLECTION MAINTENANCE: Evaluation of the Library non-print collection is undertaken as time and other duties permit. Faculty members are encouraged to survey their subject areas and recommend additions to and withdrawals from the collection. Dated or damaged materials are withdrawn from the collection. Lost or damaged non-print materials are replaced at the discretion of the Collection Development Librarian.  

FUTURE TECHNOLOGIES: The COCC Library is committed to collecting non-print items in any format receiving broad use.

SELECTION PROTOCOL:
--Subject Allocations:
Beginning Fall, 2004, curricular areas of the College will be represented by  Library non-print subject allocation funds. 
Allocations are calculated at the discretion of the Collection Development Librarian, the Library Director and other Faculty Librarians.  Allocations are based on curricular relevance, program size and research needs, production costs within specific disciplines, balance of collection, and general overall collection needs. Allocation amounts will be sent to Department Chairs.   Faculty and staff planning new courses and new programs are encouraged to contact the Collection Development Librarian in order to incorporate new curriculum-related non-print material into the allocation process.

--Acquisitions Decisions:  Because the Library Department staff and faculty can best judge the balance of the total collection and have daily access to current reviewing sources, final decisions concerning acquisitions rests with them.  The major factors influencing the acquisition decisions are, from the library’s perspective:

1. Relevance to the educational programs of the College
2. Balance in the collection
3. Accuracy and objectivity
4. Professional reviewing media recommendations
5. Reputation of the author, publisher, and/or producer

The Collection Development Librarian has primary responsibility for collection-related decisions and coordinates the selection process.

While each academic department will receive an AV allocation, all library users are invited to make purchase recommendations to the Collection Development Librarian. 

--Specific Selection Criteria:
1. Items that have been rented for instructional use within the past two years.
2. Items that can be used by more than one department.
3. Items that will shown to large numbers of students or shown regularly to smaller classes.
4. Items that are used more than one quarter per year.
5. Items that have been previewed by the requestor.
6. Items in subject areas not well represented in print format
7. Items of general interest that would also be used by the community.

--Deadlines: AV material requests are due the third week of the term prior to the term they are needed.  All allocations not spent by their departments by the third week of Spring term revert to a general fund.  The general fund is spent out at the discretion of the collection development librarian.
